The England and Wales Environment Agency has posted guidance on the Carbon Reduction Commitment Energy Efficiency Scheme covering
Critically, the new guidance contains specific examples of transport which are included in the scheme:-
Road Going Vehicle exclusions - all vehicles which require a licence (including a nil licence) under the Vehicle Excise and Registration Act 1994 or are exempt from this requirement under the provision of that Act. Vehicles which are required to display a certificate of Crown exemption under Reg 31 of the Road Vehciles (Registration and Licensing) Regulations 2002 are also excluded.
Vessels exclusions - vessels meaning any boat or ship which is self-propelled and operates in or under water
Aircraft exclusions - any self-propelled machine that can move through the air other than against the earth's surface
Train exclusions - a train is defined with the same meaning as section 83 of the Railways Act 1993 and include network services as defined by section 82 of that Act. Please note that energy used in relation to network services to provide heating, power or lighting to a building IS included.
